Express Carts

• Added a config option fastUnpoweredSlowdown (disabled by default). Enabling it will make Express Minecarts stop faster on unpowered powered rails, which is helpful when they're travelling at high speeds.
• Added a config option loadChunks (disabled by default), which causes Express Minecarts to keep chunks around them loaded in the same way as Ender Pearls.
• Added a config option fallDamageMultiplier (1.0 by default, which is effectively disabled), which scales the fall damage applied to an Express Minecart's passengers.
• Improved the /expresscarts command to correctly use the singular if there's only one blockSpeedMultiplier set.

• Improved the display of the /expresscarts command.
• Added configurable max speed multipliers based on the block underneath the rails. Set these using /config expresscarts blockSpeedMultipliers put <block> <multiplier>.

• Update to 1.21.5.
  • 1.21.4 will continue to be supported for the time being.

• Holding the backwards movement key while in a moving Express Minecart will now cause it to brake.
• Values can now be configured using /config expresscarts.
• Added the /expresscarts command, which displays the mod version and current config values.

The first release of Express Carts!

I now consider this ready to use.

Be aware that this is for 1.21.4, I do not currently support 1.21.5 (and it doesn't work there).
