Fix Ore Miner enchantment not using the new whitelist tag.
Added:
- Milk Bottle - 1 bucket -> 8 bottles, clears all potion effects
- Chocolate Milk Bottle - Clears negative potion effects
- Chocolate Empowered Necklace - Clears negative potion effects while in inventory.
Changed:
- Ore Miner now has a whitelist and allows ores and clusters by default.
- Fixed error when placing XP Holder
- Made lights waterloggable.
- Changed placement logic for pusher block to only allow placement on full blocks.
