Add RefreshSkins command using PlayerSkinCache
When we updated from player buttons to player cards, the player's head was added as a texture. To preserve good performance and avoid request overloads the skins are downloaded to the client and cached. This avoids downloading player skins every time the GUI is opened. To refresh the skins what you have to do is to use the command /tp4mods refreshSkins thus emptying the cache and unloading the player skins the next time the GUI is opened.
