Iskandert's Utilites

Adds some useful things to improve tech modpack player gameplay.

At the moment it only adds:

• Vector Plates: push monsters or players by type of plate, is very useful for mobfarms, it is compatible with cursed earth.
• Infernal Igniter: consumes some energy to create fire around itself; you can turn off or adjust from config the energy consumption.
• Portable Dislocator: allow to teleport with nature's compass and explorer's compass
