New Game Plus Changes: Added Configs for NG+ so that Server Owners can adjust the bonuses (save for abilities) as they see fit.

• This includes Stat caps for HP, MP, STR, MAG, and DEF! If you don't want stat bonuses, you can set it to 0.
• You can adjust how much each NG+ gives to your STR, MAG, or DEF! You can even set it to 0. The caps set in the config is now shown in the NG+ Menu!

Added Command for NG+ so you can set your NG+ levels for EACH path. This will take your stat configs into account.

Panels Changes: Added configs for Panels so that server owners can adjust the bonuses!

• Stat Cap (Default of 50)
• Stats per Buy (Default of 1)
• If Panels are Enabled or not serverwide.

Panels Menu now shows the max cap for each stat (except AP, it has no cap.)
