Adds a config file that holds the friction values and a command to reload the configuration. Values still at default.
Initial version.
Lowers friction to 0.95F from 0.91F (unnoticeable on ground [might be on blue ice???] but quite noticeable while flying)
Elytra flying friction lowered to 0.9995
