Mining Fatigue 3 Fix Fix

In versions 26.3-snapshot-2 and earlier, the mining speed multiplier for Mining Fatigue III was incorrect. This has been fixed in 26.3-snapshot-3 and later versions. The vast majority of Minecraft players were not aware that this was a bug. Therefore, I believe there are still many people who might miss this bug, miss the glorious days of challenging ocean monuments, and I have found that there are indeed players who want a mod to revert this erroneous mechanic. Hence, I made this mod. The mining speed multiplier for Mining Fatigue III will return to 0.27% from 2.7%
