Now minecart that isn't on rails have normal slowdownfactor
FEATURES
Now you can enable
/gamerule usePotionTNTMinecartBuffing
and it will buff tnt minecarts if strenght potion thrown. Also you can change each potion power with
/gamerule onePotionTntMinecartBuff 1
Values can be between 1 and 10. I can probably make it more powerful but it may make minecraft lag at explosion
