This mod is just a cosmetic mod that aims to customize the look of good ol' redstone dust and has three different modes: Rainbow, One Color and Gradient.

ModMenu is an optional dependency but with out it or any nbt editor you can't change settings required dependency, oops.
No, forge is not something i would consider.
