No, the red bar at the bottom has nothing to do with this mod. And yes, the base movement speed is modified by another mod, it's about 4.3m/s for normal players.

The values are displayed as base value + changing value (or just base value if no change). This can be turned on or off in the client config, or by simply clicking the panel.
