ProjectileSpeedLimiter

Limits speed values in Minecraft to reasonable values to prevent a server crash whilst using experimental minecarts.

Although the mod is called Projectile Speed Limiter, it actually works by preventing the speed of any entity to exceed 1,000 blocks per tick (20,000ms^-1). This should never impede on normal gameplay as there is no way that an entity would be travelling that fast.

Fixes this.
