RDD's Level Limit

A simple mod introducing a level cap. The level cap is a gamerule, and as a result can be modified using the world game rule things. I don't know the proper terminology on this stuff. After creating the world, you can increase your level cap using the Leveling Table. All it takes is all the exp you have once you've got the table. The level cap is global, btw.
