Fixed config option "ignore spawn rules" not working sometimes

- This variant will emit a short redstone pulse (2 ticks) when used or when a player spawns by it.
- Mob Respawner tag "CanSpawn" replaced with "SpawnAmountLeft"
- This fixes some bugs related to spawning the wrong amount of entities
Changes to Mob Respawner:
- "Active" tag renamed to "Enabled"
- Disabling a respawner will now cause it to despawn connected mobs

- Added "One-off" tag that deactivates the respawner when all of its mobs are defeated

New dependencies: Cloth Config (required) and Mod Menu (optional)
Added config menu with the following options:
- Flask: heal amount and drink time
- Bench: rest instantly, allow clearing potion effects, allow setting spawn point
- Respawner: ignore all spawn rules
Also added server sync whenever a player changes their config for this mod (admittedly very unnecessary, likely will be removed in the future).
