This update will delete old potion rings so update with caution

Reworked the entire mod from scratch, now potion rings are driven by nbt data so effects are stored in those

Added a config to create new potion rings based off of the effects listed in the config, this includes modded effects

The colors of the potion rings will be based off of their corrosponding effect colors now instead of seperate textures

Added 2 new default potion rings, Potion Ring of Luck and Potion Ring of Health Boost
