Weather Watch

• Fixed a typo in the default config that caused a crash
• Several backend changes to make porting to other loaders easier

• Config can now be edited through the new /weatherwatch command
• Debug info can now be fetched through /weatherwatch
• A re-sync can now be forced at any time using /weatherwatch
• Re-sync now happens every 5 minutes instead of 10
• Severe weather warnings are broadcasted to the chat when detected
• You can now specify your own API key in the config, set it to "consular" to continue using mine
