I accidentally made Ruined Ice Portals way too uncommon whoops. Fixed.
Modified loot tables and structure generation to make the Ice Caves more balanced.

fixes the ice emerald despawning when spawned in (supposedly)
Makes recharging Ice Emerald easier and fixes enchanted bookshelfs. Ice portal now lighted by freeze rods, which are now found in the Ruined Ice portal chests.
Modifies the Ice Emerald cooldown to have better design and adds the used Ice Emerald.
