Changes:

• revamped the message showing the server that a user has completed a quest when "announce" is set to true for this quest.
• add /quests reload command to easily reload the configurations in case you changed something, to use this command the quests.admin.reload permission is required
• added quests.open permission, it is set by default and needed if you want to open the quest menu
• added quests.admin.reload permission, it is needed to execute the new /quest reload command
