Configuration Revamp

I've added documentation to the config.yml file, and made it so that it can be edited from in-game with the '/dl config' command!

Make sure to delete your current config.yml file before updating, as it is now very outdated!

Added the ability to whitelist specific potions. Please delete your current config.yml file before updating!
