Added missing permission message to nekotf
The permission "NekoC.nekotf" is now given to operators by default
Fix typo in purr command
All RP commands now have sounds. Some sounds were changed.
If you want to disable command sounds a new config option was added in the config (Command Sounds).
Config version updated to 1.6
