• Bump version for 1.21.5 and bukkit.

• The plugin now requires mc 1.18 or newer to run, this means the plugin will stay with java 17

• New experimental "send" command, allows sending (or edit) a bot's message with a button, which opens a menu to allows the users to register to the whitelist without needing to use the "whitelist add" command.
