Pause Chat

Added methods to allow other plugins to access Pause Chat.

Added support for 1.21.8.

Pause Chat now uses permissions for various functions.

• The /pausechat command now requires pausechat.manage.state instead of OP.
• The /pausebypass command now requires pausechat.manage.bypass instead of OP.
• Players with the pausechat.bypass permission will now always bypass chat pause instead of OP.

The /pausebypass command has slightly tweaked responses for improved clarity.

Added support for newer Minecraft versions.
