2.0 Rewrite

• Use Paper ACF for commands
• Add config versioning
• Add more config options:
  • multiplier - the multiplier with which the boostPower scales.
  • radius - the maximum distance that the entities will be affected by the rocket boost
  • creeperExplodeRockets - whether creeper fireworks should cause explosions
  • explosionPower - how strong the explosion should be
  • explosionSetFire - should the explosion set fire to blocks
  • explosionBreakBlocks - should the explosion break blocks
• Config versioning

Added a reload command and changed from paper (paper-plugin.yml) to bukkit (plugin.yml)
