MxSxC1 Weather Sleet

This works with latest versions. It is more "fluffy". It has some tweaks. It is also heavier snowfall! It has not been fully tested against shaders and will give a very differenet effect. There is still clipping and understand why. v6 will resolve any issues, but few people asked for this. It is less (blocky), more transparent, but it is not yet right! If you don't like it, revery to previous version. v6 will be a merge between the two.
