- Fixed: Tremorzilla dealing damage to distant locked targets when not firing laser

- Removed: Phase 3's 0.5s damage interval to nearby locked targets when not firing laser
- Phase 3 Enhancement: Effect #4 (40 generic_kill + setHealth per tick) now activates automatically every tick without requiring damage triggers
- Changed load.mcfunction execution from world load to every tick due to mod compatibility issues
