CHANGED a few textures and sounds TWEAKED a few mechanics like the homing skull and preventing destruction towards bedrock

FIXED sounds being played to everyone in the world and not just the people around the wither during the fight ADDED new command for all config settings in one /function wither:config

just a tiny patch for those issues before I start using this data pack in my own server with friends
