Tornado widths now no longer affect if the tornado was surveyable or not (for tornadoes with less than 15 width)
Fixed (hopefully) a client-server discrepancy wherein the client and server did not agree on whether chunks were surveyable or not
Fixed mouse cursor not lining up with tornado selection
Fixed 'Survey' being the max width in the main screen
Fixed problem where tornado data from one world would port to another one
Fixed GUI scale hiding crucial buttons

THE TORNADO RATING UPDATE!
You can now rate tornadoes! Refer to the video below to demonstrate how rating works.

Polygons are now hollow, and so you will not see a a solid color if there are too many warnings issued

Added warning polygons whenever you put your Radar Block next to the EAS Block (which also must be connected to a Weather Station) whenever a warning is issued by EAS

Still does not work on online multiplayer (will be fixed with 0.14.0)
Issue with rotating color on polygons whenever there's a tornado warning issued
Issue where center of polygon is not the center of the storm
Issue where Polygons do not show up if the Radar is out of render distance (you must re-place the radar block)
