Added a modifier to the scaling cost of anvils. In vanilla, the cost roughly doubles per transaction. Now you can change that if that's too slow or too quick for your balancing purposes!

Fixed a bug where cost modifications wouldn't apply to enchantments under the vanilla cap for cost and level simultaneously.
