Summary

Note
Downpour adds a new recipe for gunpower; keep this in mind. It can be crafted with 2 sand blocks and 2 coal pieces.
There are two ways of obtaining one of the primary building blocks of Downpour:

Crafting with 2 deepslate and gunpowder

Finding a ruined altar and mining it
These are sigil bits. With iron nuggets and gold nuggets, you can upgrade them into slate, which can be used to for the most important early-game aspects of the mod, such as building your first functional altar.
Building your first altar
Once having obtained Sigil Slate, it's time to acquire the blocks needed to create the rain altar.
With 4 slate and 1 stone (it has to be regular stone), you can create a Blank Sigil. You will need 17 of these to proceed.
Aqua Slate is the next thing required to move on. You can craft these with a Sigil Slate, three Lapis Lazuli, and a diamond. You will get them in bundles of four.
These alongside regular Sigil Slate and some torches can make Rain Candles. You will use these as part of the Altar.
A Rain Sigil Block can be crafted by surrounding a Blank Sigil with four Aqua Slate.
2 Aqua Slate, 3 Blank Sigils, 1 Rain Sigil Block and 1 Rain Candle is what you will need to build the most important block in the mod, the Aquaifier. You can use it to construct the altar automatically by feeding it necessary materials.
Feed them to your Aquaifier and you will have created your Rain Altar.
