The Custom Crosshair name is refered when the "make crosshair a texturepack" option is set to false and it should not be left empty even when you have not selected the custom shape as your crosshair shape!

To create new crosshairs you still have to do "/crosshair new <crosshairname>"

When you inputed the crosshair filename in the config and the shape selected is custom but the crosshair is still the default one there might be an issue with the image or the imagepath.

If you prefer the old method(texturepack method) you still have to do this command to load your crosshair "/crosshair load <crosshairname>"
