New commands and permissions

• Added /artmapbrushespause and /artmapbrushesresume commands to pause and resume NBT string application
• Added permission artmapbrushes.op that grants pause and resume commands, for admins only. Also allows reload
• Old permission artmapbrushes.reload still allows the /artmapbrushesreload command, for anyone updating

• Added new config option: ignore_special_char
  • If true, data is applied even if there are special characters in the name ■ ■
• Fixed More errors in config
• Added A few new items to default config - Easels and The Eyedropper
• Resource packs have also been updated - x16 and x32 available

-Fixed typo in config for Gunpowder Gray (was Grey). Consistent with resource packs
