ServerWaypoint 2.8.3 Paper

from this version, waypoints will be saved in json format
support RGB color for waypoint
/wp list now only lists waypoints in the current dimension, use /wp list all to list all waypoints on server.
/wp list <dimension> to list waypoints in one dimension, /wp list <dimension> <list name> to list one waypoint list.
