NOTE: v104 has 1 larger and 1 smaller change.

• Rain is slightly heavier, but otherwise has same effects. This is noticable.
• Very small improvements to Snow/Sleet - A few snowflakes had hard edges or looked wrong. Very small changes for the better. If the rain is too much, revert back to v101.

May split pack out, and will try publish "crisp snow" soon for those not wanting the sleet effect or not using shaders.
