a fix for the hardcoded lava level that doesn't break normal lava gen like MC-237017 FIX

Creepers don't damage surface blocks, but are more dangerous deep underground

Fixes MC-237017 to allow for configurable lava-fill at the bottom of the world

Improves mountain peaks, ocean depth, and increases cave complexity down to -128 while maintaining the ambience of Vanilla worldgen.
